An e-bike fleet carries several times the unit value of an analogue one, plus a consumable that degrades on a schedule of its own. Charge state has to be known before a unit is promised. Batteries move between frames, so the battery and the bike need separate records that can be reunited. A bike returned at eight percent cannot go out on the next slot however clean it looks.

Theft exposure changes the paperwork as well. Higher value means more operators want a licence on file and a card hold in place before a key leaves the counter.
